People are not the same world-wide.  And creating one master-government to rule them all isnt going to work at all

What it looks like you're after is a sudo-communism.  Look how well it worked for Russia.

Have you heard the phrase "absolute power corrupts absolutely"?  No government has ever been fully corruption free for any length of time.  Again, people are self-serving.
You dont need a full scale test to see if your idea would work.  Just look in a history book at similar scenarios.  Maybe look at the British colonies (the US was just one of many).

You're not getting the point. I don't mean a totalitarianism government, but one where the power is well balanced. For the different areas of the world, we get locals with leadership to rule that area. But they all have the same laws, all part of the same government, an so on. What's stopping people from strapping bombs to themselves? The fact that there is no need for it, everyone is under the same control.

wars wouldn't stop, they'd just more of them on smaller scales, and they would start for petty reasons
when someone does obtain enough power to seize control of a territory, they will use that power to impose their own will on the people, and they will seek to further their power. Their would be no accountability of government because that government would only exist through military might

as the dictators power increases. it becomes more fascist and totalitarian

But no one person would be in control, the power would be balanced over a large amount of people who all have individual jobs. There would be no single dictator who had power.

I really like the system in the old colonial days of NA, where small self-sustaining towns looked after themselves and everyone helped each other live as needed. There was a government, but it was far away enough that towns were self-administated in all but name, but small enough that fighting was impractical between them because they needed to work to live and didn't have time for that nonsense.

Sadly there are just too many people for this to work, but maybe we can go back to it after sheer stupidity kills most of the human race.

Er.  Have you ever worked with a group of people?  A leader always emerges, always.  Some people are naturally charismatic and willing to take power, and corruption always happens.
Look at the US Govt.  Its setup with a system of checks and balances, but really.  How well is that working right now?  A government for the people, by the people should not have a legislative branch with 11% approval and a president with 29%.  The Democratically controlled Congress being so low because they arnt checking Bush as they promised they would...  instead, they roll over. 
Find me one corruption free group of atleast moderate size (ie, your chess club doesnt count).  You cant say they're all corrupt, then say your new system would be free of corruption.  Its the same people who would fill the void.  You cannot simply insist on new blood, experience is a necessity.

Shadow, the problem is immediate communication.  And progress generally keeps moving forward.  We could have another Dark Ages looming before us (Rome was incredibly advanced...  then crumbled) but I doubt it.  Even some of the more remote places on earth are getting connection to the internet, Sat-phones can get reception near anywhere, and cellphone coverage is rather good in most populous places.  Information and instructions being instantaneously transmitted around the world is a powerful thing.

Oh I never said it was even remotely possible, I just said that as far as I am concerned, that is the ideal system of the world. And the funny thing about ideals is that they never work out. Ideal Socialism or Ideal Communism even is better than the current system in many ways, but as you said, a leader always emerges, and basic human nature dictates that the ideal form of either of those is impossible.

But the only person that would last in power of the entire world is someone who does things right. Think about it, someone rules the entire world, they aren't going to be doing stupid things, people would fight back, and this would keep up till' someone smart took power.
