You get nice emp. Nicest would have to be Shael... I never saw her do it but I can imagine that it was a pretty peaceful regime.

I think I am still the only Emperor/Empress to reach the top spot on pure diplomacy, and no playing skill at all. I couldn't even keep the top spot for very long. -.- Apparently you need playing skill to keep it.
