 Sometimes changing locations seems to be bugged on leader ratio. But your mission needed ratio depends on what only you are doing (check game guide). You can go to ?army status? then  ?dashboard? to check your "leaders/huts" ratio. See if the type of mission you are trying requires more then that. If not, report the ratio and the type of mission so Retto can look into it.
