 Correct me if I'm wrong, but that person will most likely have a static IP address UNLESS:

1. He/She is connecting at home through a router.
2. He/She is connecting through a network where the IPs are dynamic.

I mean, this person is connecting through a high-speed ISP, so I would guess that what I said is true.

 Yes, which is why I am pretty certain he's nabbable.
At any rate, even if it did, what's the chance of two people of the same ISP connecting to the same game? Apart from the Big Canadian Muddle.

 Also, Bob, during no turns we normally only get to do 400 at a time, yet when I was leadering it was letting me do 1600 turns at a time.........800 leader loots. Yes when scouting, it went back to 400 at a time.
