 It says partially because they have used "Raise Defenses".  It makes it so that people do less with leaders against you.

 oh. I found out afterward that he was Wolf Bite, and that the strategy he was using was not bad at all. you have to look more closely at his land.... then his networth, and finally figure out his awsome leader ratio. I still got through though B)
