If you do somthing from the General's Hut does it take Loyalty away or do you just have to have that amount of Loyalty?

 It takes that much loyalty away. Basically, loyalty is just another type of currency stuff like money or food that's earned and spent. The spending of loyalty is exclusive to leader actions though. This could be either attacks or neutral things like raise defences.

 It takes loyalty away, and if it fails it also kills lots of leaders!
