 How do you become allies with someone, and what affect does that have on your horde?  Likewise, how do you go to war against someone, and what affect does that have on your horde?

 Having allies and going to war is something that clans do, not individual hordes. You can choose to join a clan, or just make your own. If you already knew that, if you own a clan, go to "Clans", then click on Clan Management, and you can find it from there.

When in a clan, allied with another clan, it's impossible (and disrespectful) to attack an ally. But you can send unlimited aid packets, when normally the limit is 5, regaining one every ten minutes. When at war with someone, it's completely vice versa- unlimited attacks, no aid. At least, that's what I'm pretty sure it is, I haven't been in a clan since Slayer came about.

 Yes, it is unlimited attacks, no aid. If you had a billion NW, you could attack someone with 1 NW and not lose troops.
