if you read the book salamandastron
Urthstripe was doing all the provoking, and in fact technically attacked first (not to mention broke a truce)

Ferahgo was simply ambitous, and actually less authoritian then old Urthstripe

Evil is relative and heavily depends on what side you are fighting for.
Yes vermin are typically the aggressive belligerent, but honestly, somebody has to bring order to Mossflower, and warlords are capable of just that.

The structure of most vermin bands is also very loose and allows for quite a bit of personal freedom at the expense of organisation, (especially with larger hordes) though dissent is of course quickly crushed. The strength of each vermin warlord's clique would certainly bring order to a region as in the time of Kotir.

On the subject of Kotir, there was a very realistic and efficient trade of foodstuffs and supplies in return for protection by the vermin army stationed there. It was only through the senility of Verduga and later insanity of Tsarmina that this quid pro quo arrangement was shattered. It does not help this all took place in winter.

The system however was reminescint of the real life mideavil system and etc.

Back to original topic, vermin warlord clique in charge = no more random vermin bands ransacking people's houses and etc. This would be at the cost of some civil rights, but oh well. That and the vermin always seem to take prisoners, whereas the woodlanders dont.

Anyone also notice how 99% of all the "good guys"' vermin prisoners die in some tragic accident?
