It actually is pretty simple ^_^

It works kinda like real world - you get resources by taxing your workers. They live in all your buildings, and on manage army you can tell them to focus on cash or food. They also get turned into troops by barracks.

Try raising your tax to around 40% and you should see everything line up nicely.
