Appearance: is a pretty normal-looking hedgehog. Insists on dressing in different clothes every day.

Quirks: is a master of the microbrew, speaks in an accent that is almost impossible to understand

Weakness: somewhat obnoxious, thinks everything is funny, has only one tone of voice
Goal: something about retiring on a tropical island
Quirks: owns a rather large collection of giant hats. Was probably a pirate at some point.
Weapons: A javelin and curved sword. The latter definitely belonged to a corsair.

I just realized that most of the characters are pretty silly and exaggerated.
more protip: Make him always ignore helpful advice from those he believes are beneath him. Most Redwall villans do that

I'm reasonably sure that pretty much all medieval rulers were tyrants.
We'll go with Aristotle's definition:

"one who rules without law, looks to his own advantage rather than that of his subjects, and uses extreme and cruel tactics—against his own people as well as others"

The modern definition is "an absolute ruler."

By the definition of an absolute ruler, he certainly was, as were all the Holy Roman Emperors.
He was hardly a saint, either. I suggest you read his wikipedia article at the very least.
