The esoteric nature of the Imperium's jobs are party a result of our Spammatic origins. Very few people actually know what their job is, therefor they do everyone's job excluding their own. It is a flaw I designed with the spammers in mind. Controlled chaos. All glory to the Emperor.

The days of a self-propagating Federation are gone. We are now stuck with a stagnated Imperium. Well, it's better that the Dark Ages of spam. Probably salvageable. I've dealt with worse and still came out on top.

A federation or democracy would be impossible, there's not enough people willing to participate. That's why I put all the responsibility on me and gave everyone else fancy names which they didn't know the meaning of.

well a democracy would be sort of possible. You need about three or seven people.
1. The President (you) will enforce the law and decide if we attack enemies or not. He can only be in private court with Congress, keeping those who are against him out of the way and can lift punishments off of guilty peoples only once.
2. Congress can be built of three people. They will make the laws of the land and can keep the President from trying to do things he can't do (like having an all-out war with other spammers)
3. The rest of us will be the Judiciary Branch, choosing punishment for those who break the law and who can also vote on laws made by the Congress.
