Essential opposite to the Sky Marshal.

It is. This was Rakefur's old job. He was very good at it.

I don't remember how it used to work with new members, I think because everyone was just assumed to be a part and sometimes forced. But okay; Commander, Prime Minister, and (future) Sky Marshal must all approve new members.

The actual Federal Council will consist either of the various ministers, or representatives that are elected. I have't decided yet.
