Troll Inclusion Act

I present this document to the Commander due to the current lack of a Federal Council.

I move that the Trolls be either assimilated into the main body of the Federation, or made a Nation-State.
The purpose being that we can allow them public office after that, making things much easier for all of us.

Let me suggest that they are made into a nation-state. That is my personal opinion.
