Yea. He was either the fox or he helped do it, I don't remember which. Also I don't remember which one of those things it was, but it was either a billion rats or 4 trillion cash. I want to say cash because he had the idea for indy/cashing using camps and skiffs originally.

It was 4 trillion cash, with which Holbs then bought 1 billion rats and various assorted other troops.

Yea, the rats were a separate incident involving me and Peace, now that I think more about it.
