450 is the maximum number of turns (not counting the turns you get after 450 as "stored" turns up to 150 additionally that will give you 2 turns per period until they run out). You generally want to use all your turns at once so that you can maximize their effectiveness, giving you a greater chance to have a coherent strategy because people won't be bunging up your run.

On Reg, you get 1 turn per 10 minutes. On Turbo, you get 5 turns per 10 minutes. Basically, it runs at a faster pace. There are also other differences, like Turbo is reset every month (all accounts are deleted on the 28th and scores are posting on the forums), and Turbo usually has a neat theme that makes it more interesting to play. Like forced clans, no leaders, robot Emperors, etc.

Turbo is also a good place to learn because the fast pace and higher turn rate allows you to try out more stuff over a shorter time.  ;)
