United Spa Federation Ministers -- Please submit plans

I would like each of the Federation Ministers to outline their plans for Spa in the next 6 months. You can submit as many plans as you want, as long as they relate to your office.

The outline should include a goal, objectives, steps, requirements, funds needed, and of course a basic description. If you need to request support from another, either the general public or a specific person, please do so. If you need any assistance not related to this project you will be put before the firing squad. Any minister who fails to create a plan will be put before the firing squad. Any firing squad member who fails to be put at the firing squad will be put before the firing squad.

If you do not have a plan, instead of putting you before the firing squad, I may make one for you. But this is up to chance it's like 50/50 or something.

if you are not a minister (or hold a political office of equal meaning) or are not a member of the Federation, you shall be drafted into the Firing Squad.

I think we should make it mandatory for non-federates and new additions to the federacy to wait a minute before they can post again, and keep the 10second rate for the federations elite.
