That is apparently the format that the Youtube likes to put its links in if you click "share" on a video. Either way it's a good video. Everyone should watch it repeatedly.

It's a .be so that it can be youtu.be which is shorter than youtube.com

Other websites do this too. del.icio.us for example (although that's not for link shortening purposes)
