Lots of these idea's have been done as turbo themes. They go well in combination with other changes. (IE, loyalty on the market would be interesting during a half-land round)

loyalty having higher net could really unbalance things aswell, leaderers are going to have way, way more loyalty then indies, and so if it has significant net value, that further widens the gap between the 2

also think of emping in reg, once the empire has good defences and a lead, he can just make loyalty to push himself outta reach, and just continue making loyalty and doing nothing else, his net keeps growing, keeping him outta reach of attacks

Honestly, if any changes are to be made to this game, there are a few things that need to come first. Like casher and farmer races.

Well, if loyalty net value gets too high, there is no incentive to use it. Loyalty in this game is really just potential food and cash.

On the other hand, loyalty is really an unmeasurable quantity realistically, so it makes sense that we don't count it as much net worth.

However, we know that loyal soldiers will fight better. So it might be neat to do a round where your military troop and leader prtformance gets a boost from high levels of loyalty/population ratio. Not a regular game feature, but it might be a neat theme if we pair it with half land so that leaders don't have a huge loyalty edge.
