OK, so he's been talking about "vertical structure" countries can have. So we have these types: unitarian (centralised) country, federation, confederation (lax federation) and union (confederacy of countries).

He explained the union as several countries with their own governments an one chief goverment (something like that). So of course when he said there are no unions we all were, like, "But what's with America?" but noone dared to say it :D
Later, I remembered European Union as well and became even more confused. Oh well. I was never into those things.

I hope I translated it well, because it's all professional terms. I translated them literally, but maybe they have their specialised names.
