Because he was trying to rescue the kidnapped DARPA Chief. I had him rigged with some C4, but before that I interrogated him by electrocuting him. I was trying to get a code that would help control a giant nuclear bomb launching robot.

Yup. All this happened in a nuclear disposal facility in Alaska. With genetically modified GENOME soldiers guarding it...
