Not necessarily. It all depends on the cards you draw. I like to switch it up and start conquering wherever I have a decent amount of land, although Aussie is a great place to start if you have a couple territories there.

Step 1: Capture Australia
Step 2: Move all troops to Siam
Step 3: Conquer the world

lol. I use that strat every game.

1. Capture Australia
2. Fortify Siam a lot
3. Use cards and continent bonus troops to start invading unconnected parts of the world (the Americas are best) so that you can attack on two fronts.
4. Win.
