That would make sence because iirc when you put troops on the market they are still considered part of your net worth this round, but if you take them out you lose 20% of them thus decreasing your net worth.

it's intentional. We made it so NW still counts when it's on the market, that way people can't store so much that they surprise everyone when they pop into first place. (and the reason for taking that out is so that the fox's cloaking spell is the only way someone can hide their NW)

They have to have you lose 20%, or there is little to no downside to putting stuff on the market. You can't touch if its on the market, and most people dont' have the money to buy 5 bil food at $25 each. So they have to make the portion of useable food less, to even out the amasing plus side.
