Burrowed bug

To burrow is to put your army underground. Thus your enemy MUST open raiders to attack you and you must open raiders to attack them.  The only race that has the magic of burrow is the Flitcheye.  For some reason on turbo other races can burrow by moving far north, then by keep moving they can be in any county and be burrowed.

Peace has tested this on the beta server and I tested it on reg, it only seems to be happening on turbo. Maybe a test Retto did and forgot to undo?

Either way, this will not make a big change in the turbo game, and may be fun to play with needing to open raiders to attack people that hid in such a way. Thus I am NOT going to declare using this bug as a violation of the rules at this time.
