For turbo?

42% tax, economic settings as food-heavy as you can afford, build 80% foragers and 20% huts. Use the "food income +x%" buff in general's hut to spend turns.

Horse meat is actually significantly more expensive than beef in most municipalities. So enjoy your horse-burger.
