Leader ratio

So in turbo I have about 900 leaders with 200 huts but my ratio is 0. So I dropped some huts and it is still zero what's with that so I cannot do anything in general's hut???

I am not even able to help my team since I can't attack people for a decent chunk of land without preparing raiders. But I have huts and leaders. With a ratio of 0. I lose leaders every turn I take. Do I just delete/get killed then reactivate???
