does ip come from you pc/laptop or from you internet connection?

Internet connection.

You also have a local IP, tho, but in the grand scheme of things it's not very important unless you're trying to do stuff over a network.

You've only got a local IP if you're behind a router
ie, 192.168.1.xxx

If you're connected directly to the modem / wall / whatever then you've just got the IP assigned to you by your ISP...  which can be changed at random

The only thing your computer broadcasts is its mac address, which is a unique id number hardcoded into the modem (though with linux you can do mac address spoofing...)

well i use my pc to play online game and just got a laptop, so id be caught if i made another account using my laptop?

Yep.
Both the accounts would be shown coming from the same ip address

A router that hands out 192.168.1.xxx still funnels everything over the same IP

My router has some funny antenie, when I go to sleep, al I see it flashing lights and a sticky-outy bit. I get scared.

Darn.. RWL has some sort of IP based SPAM limiting filter. I can't post more than once every 30 seconds.
