Leaders live in huts, ea hut produces leaders until leader per hut equals 100. A hut can hold up 175 leaders however (this might be modified by racial bonuses). Your leader power is derived through how many leaders you have per acre of land. So if you have 2,000 leaders and 2000 land your leader power would be: 1 And if your enemy has 50,000 leaders and 2,000 land his would be 25. This is what determines if you or your enemy succeeds or fails in leader missions such as espionage.

The majority of players here use leaders ad nauseam, so get used to being espionaged.
