create a free www.photobucket.com account, upload it, grab the plain url and set that as your avatar

dont use ms paint if you're allowed to install other programs on the computer
http://www.gimp.org/ 
free, much more powerful than Paint, will not destroy the quality of the image when you save as jpg..  unless you ask it to ofcourse
