Skiff races

I just started playing again and i forgot how skiff races work, though i do know that the more you win the better chances you have to win again. What makes you win in the first place is it the # of skiffs you have in your military?    :?

I thought it was basicly random.. Skiff races are implemented the (really old) latest zip file though so you could always take a look through there if you wanted to find out for sure.
