 I had 2B cash, as I had just blown a bunch buying land. Admittedly, I had demolished a bunch of markets. However, I was still only -52,000 with 24 turns. So, I went to build, and it said I'd run out of cash in 0 turns. I snorted, as I had 2B, and built the huts. I ran out of cash 3 times! And it still says that, please help...

 If you jumped in net form baing the land, the cost of land can go up real fast. check under construct as to your cost to build land.
