 Nope, no glitch. That's how it works. You attack someone large, you tremble. You have a good enough ratio to do the mission, success. You attack but he actually has more leaders, you lose.

 I'm pretty sure that just randomly happens sometimes. I once destroyed all but three of a guys rats in one attack, somewhere areound 1.3 mil.
