why can't i prepare raiders?

I made 100 leaders per hut, checked my status to make sure thats true, then when i failed to prepare raiders with a 100 leader ratio, i got my leaders back up to 100, then demolished 10K of my huts, so now i should have a much better then 100 leader ratio, tryed to prepare raiders gain. and i failed again?? says i needed 79,655 more leaders when i had WAY more the 100 per hut? Somethings messed up here.

 I have no clue, mine is perfectly fine.
Apparently people are getting angry at me for having too long of a sig. when all you have to do is press three buttons to not veiw someone else's sig. if you do not want to see it so I no longer have one *grumble* lazy people *grumble*.  Whew! Run on sentence.

 the game wants you to fail peace...
I'm so tired of being lost in a world,
Where no one can find me.
