You'll find that you are able to make up for economic shorfalls by selling about 20% of the troops you make because you are making so many. With that you can buy the food you need too. It's slow, but weirdly effective if you do it correctly.

Oh, one flaw... you can only sell a certain amount of rats for mercenaries, then you have to put them up on the market to get rid of them and that doesn't give you cash right away.
