I dunno, it's from Satan's Drive-In. It's basically a movie length assortment of random scenes from various things. That particular part is that chick talking about the first time she ever dropped acid. She goes on about how she bought a hotdog but then the hotdog told her that it had a bunch of kids and she shouldn't eat it. Then she bit its head off.

Was a clip from some 70s drug propaganda thing I think.
