Is it a bug or feature that you need well above a 100 ratio to prepare raiders as a rat?

That may change with the race balances we're making next Turbo round.

Make the minimum requirement 100, for non-leader races. Leave the other races as is.

I think we should completely remove the loyalty stat's affect on the required ratio for utility missions, and only have it affect output.
